There can sometimes be a short delay in documents becoming visible if scanned in from other sources and so it may be prudent to wait and check back after a time.

If this affects a limited numbers of users, then them users may not have the right permissions on the Access Document application. The member permissions will need to be set as Web Access to enable viewing of documents in Approve.
