This will likely be caused by the URL that Focalpoint is using to connect to ADM. You will likely need assistance from your IT dept in investigating this.

First get the ADM URL that focalpoint is using From within Dimensions
Log into Database affected in Dimensions.
go to System, then click Options.
Click System, then click Control Options.
Under the Records Tab make note of the URL of ADM webservice.
The next thing to do is check that FocalPoint can access the Url
Log on to the IIS server where Focalpoint is running.
Open up a web browser.
Copy the URL you made note of earlier in and try to view page.
If you get a connection error rather than a User management page then you will need to ask your IT to look at why this URL is not accessible on this server.
