This error is caused by the licence for ADM which does not include the API module. This is a chargeable module, so if this is something you require then you will need to contact your Account Manager or Customer Success Manager (CSM) to add it.
If you have this feature but you have been incorrectly sent a licence key without this, the Access support team will need to investigate, run scripts or liaise with the hosting or development teams. If you have trouble contacting the support team, see Get support in Access Document.
